Avatar Changer is a great tool for not only managing avatars, but other images as well. It offers multiple methods of uploading the image including browsing the computer, fetching an image from the web, generating a random image and taking a snapshot with a webcam if available.
As some of these features are only supported by newer browsers, older navigators degrade gracefully by notifying the user that a certain feature is not supported by their browser.
Once the image is uploaded, the user has the opportunity to edit it to match their needs by resizing and cropping the image fittingly.
The webmaster can specify for each editable image which methods to upload are available and which image formats are allowed.
